The incident involving this controversy has been referred to the F.B.I.  

I will not go into details about this incident until the F.B.I. has completed their investigation.  

I received the following letter from Bruce F. Cotta on April 16, 2003.

After reviewing Swander's list of "Bobcats" receiving the DSC, and not seeing my name, I called my congressman and spoke to his chief of staff. I told him that the list had my name omitted and could he follow-up on the omission. He is presently doing so.

He acknowledged that the denied MOH package (as submitted by Lieutenant Monaghan, General Anderson, and others from my Company), letter received from the DOA discussing the downgrading, and the medal/citation came from the DOA, from what he surmised. The package was official with all seals and postmarks.

In the interim, in order not to besmirch my outstanding war record, i. e., Silver Star, Soldier's Medal of Heroism, 2-Bronze Stars of Heroism, 2-Purple Hearts, Presidential Unit Citation, Vietnamese Cross of Gallantry, I would appreciate it if you would strike my name from any mention of the DSC until final confirmation is received from the DOA and my congressman. 

I am very hopeful that his chief of staff is correct.
